The reason is that in the Dice owned by Shakuni, it was the spirit of Jarasandha which obey's shakuni's order. Jarasandha feared only two people, A) Krishna, B) Karna. It was told that If Karna was present in the room where the dice was played, the Dice will not obey Shakuni.
